Governance Structure

IBEC is directed by a Board of Directors and supported by four standing committees. This structure separates strategic direction, technical/certification decisions, ethics and impartiality oversight, and dispute resolution, so that no single function can override the others.

EXECUTIVE BOARD

Board of Directors

The Board of Directors holds ultimate responsibility for IBEC’s strategy, financial sustainability, international expansion, and the integrity of the certification system as a whole. It appoints the chairs of the standing committees and reviews their reports at each sitting.

Chairperson

Overall strategic leadership and external representation of the board.

Vice-Chair, Certification Standards

Oversight of scheme design and technical quality.

Vice-Chair, Training Center Network

Oversight of training-center registration and performance.

Director of Operations

Day-to-day administration, platform operations, and candidate services.

Director of Finance & Compliance

Financial governance and regulatory compliance.

SPECIALIZED COMMITTEES

Standing Committees

Certification & Examination Committee (CEC)

Responsible for the technical content of each certification scheme: competency units, eligibility criteria, examination blueprints, item-bank development, pass-mark setting, and periodic scheme review. Members are drawn from subject-matter experts in each of IBEC’s nine domains.

Committee 01

Ethics & Impartiality Committee (EIC)

Safeguards the board against conflicts of interest and undue influence. It maintains the Impartiality Policy, reviews declarations of interest from committee members and examiners, and can suspend or recuse any individual whose independence is in question.

Committee 02

Appeals & Complaints Committee (ACC)

An independent channel through which candidates, members, or training centers may challenge an examination result, a certification decision, or the conduct of any IBEC representative. The ACC operates separately from the CEC so that the body reviewing a complaint is not the same body that made the original decision.
