IBEC operates as an independent professional certification board with its own governing charter, code of conduct, and standing committees. Its constitution defines it as a not-for-commercial-bias awarding body: IBEC’s income is derived from examination, registration, and membership fees, and no part of the certification decision is contingent on those fees.

IBEC’s certification schemes are built following internationally recognized personnel-certification practice for competence-based assessment, including:
